Tools and processes are freely available to members for beta-testing.
Consideration of components of decision that are quantifiable from a universal standpoint is performed with a MCDA Value matrix to estimate the “intrinsic value” of the intervention. Consideration of other components (e.g., system related) is performed using a tool that integrates a list of extrinsic components with an ethical framework.

For beta-testing, a healthcare intervention is selected and a team is set to include a broad range of stakeholders. All evidence available is identified and an HTA report is developed tailored to each component of the MCDA Value Matrix. This includes synthesized evidence and quality assessments of all types of evidence (e.g., economic, clinical, epidemiological – Quality Matrix).
Applying the MCDA Value Matrix requires weighting all components and scoring the intervention, which produces an estimate of the intrinsic value of the intervention. Data or opinions on other components of decision are collected and integrated into the extrinsic value tool. Consideration of all components is performed during the deliberative process. The final outcome is a decision.
