Tools and processes are freely available to members for beta-testing.
Consideration of criteria of decision that are quantifiable from a universal standpoint is performed with a MCDA Matrix to estimate the “intrinsic value” of the intervention. Consideration of other criteria (e.g., system related) is performed using a tool that integrates a list of extrinsic criteria with an ethical framework.

For beta-testing, a healthcare intervention is selected and a team is set to include a broad range of stakeholders. All evidence available is identified and an HTA report is developed tailored to each criterion of the MCDA Matrix. This includes synthesized evidence and quality assessments of all types of evidence (e.g., economic, clinical, epidemiological – Quality Matrix).
Applying the MCDA Matrix requires weighting all criteria and scoring the intervention, which produces an estimate of the intrinsic value of the intervention. Data or opinions on other criteria of decision are collected and integrated into the extrinsic criteria tool. Consideration of all criteria is performed during the deliberative process. The final outcome is a decision.
